The Challenge
The Federal Libraries Coordination Secretariat of Library and Archives Canada (LAC) were faced with challenges in change management and internal communications. The Secretariat had an operational requirement for enhanced inter- and intra- library communication among the federal libraries located in central and regional federal offices. The requirement was fuelled in part by the "Knowledge Advantage" policy directive of the Government of Canada. As knowledge workers, federal librarians also had heightened expectations in terms of the quality of communications products and processes that would be designed to support their day-to-day work.
The Solution
Guided by Ingenium Communications' proprietary tool, the Results Map™ - a proven methodology to develop rigorous strategies designed to deliver measurable results - Ingenium developed a practical strategy that would ensure sound communications planning focused on delivering measurable results in alignment with strategic corporate direction using the following approach:
- A highly consultative process to seek out perspectives and insights from stakeholders within the Library Services Community including focused consultations and the administration of a web-based survey tool.
- Conduct an extensive review of relevant internal and external sources to chart the communications landscape and identify both areas of opportunity and gaps in performance.
- Develop a corollary core messaging presentation based on the strategy, which provided a summary of recommendations for internal use among LAC stakeholders.
- Work closely with the client to forge practical solutions for bridging the gap between the strategy development and implementation phases. One of Ingenium's proven techniques for facilitating the implementation of its strategies by clients is the development of a simple, practical Blueprint for Action detailing recommended steps to achieving maximum marketing impact.
The Results
The development of an actionable and measurable Positioning and Engagement Strategy provided LAC with a practical road map for communicating and implementing their mandate and objectives. By highlighting the importance of effectively managing knowledge assets and information among the public service, the Strategy successfully established the Secretariat as a value-added enabler of high quality coordinated library services across the Government of Canada. In addition, the project produced practical deliverables such as common tools and templates which were helpful in standardizing communications, ensuring consistency and coherence across products and messages.
